Getting Things Done in Bangalore: A Guide to Civic Services and Paperwork

Property tax, khata transfer, a water connection, a new electricity meter, an address change on your Aadhaar. Almost all of it is online now. Here is which portal does what.

QUICK ANSWER

  • BBMP no longer exists: since September 2, 2025 five city corporations under the Greater Bengaluru Authority handle tax, khata and certificates.
  • Property tax is paid at bbmptax.karnataka.gov.in and e-Khata is handled on e-Aasthi.
  • Water is BWSSB, electricity is BESCOM, and most state certificates run through Seva Sindhu.
  • Save 112 for any emergency and 1533 for civic complaints.

Most of Bengaluru's civic paperwork moved online years ago. Knowing which portal is the actual skill.

“The queue is not the problem any more. Knowing which of eleven portals is the right one is the problem.”

• Modern Indian bureaucracy, accurately described

Almost every civic service in Bangalore is now online, split across a handful of portals: the Greater Bengaluru Authority and its five city corporations for property tax and khata, BWSSB for water, BESCOM for electricity, Seva Sindhu for state citizen services, and the national portals for Aadhaar and PAN. Knowing which one handles your problem saves more time than any queue-avoidance trick.

BBMP was dissolved on September 2, 2025. The Greater Bengaluru Authority now sits above five city corporations, North, South, East, West and Central, which handle property tax, khata, certificates and civic complaints. The property tax and e-Khata portals still carry bbmp in their web addresses, so an old bookmark may well work, but the body you deal with is your corporation.

This guide covers the main services residents need, which body handles each, roughly what documents you need and where things reliably go wrong.

How Do I Pay Property Tax in Bangalore?

Online through the property tax portal, using your property identification details from a previous receipt. Property tax is an annual payment, and the system offers rebates for early payment within a notified window each year.

  • Find your application or PID number. On an earlier tax receipt. Without it, retrieving the record is significantly harder.
  • Pay early. There is normally a rebate for payment made within the early window, typically at the start of the financial year.
  • Keep the receipt. You will need it for khata transfer, property sale, loans and utility connections.
  • Check the assessment. Errors in built-up area or category are common and are worth correcting once rather than paying wrongly every year.

What Is Khata and How Do I Transfer It?

Khata is the municipal record identifying a property for tax purposes, and it must be transferred into your name after you buy. The application is made to your city corporation through the e-Aasthi e-Khata system with the sale deed, previous khata, tax receipts and identity documents.

A khata is not proof of ownership, which is the title deed's job. But it is required for property tax, loans, utility connections and any future sale, so leaving it in a previous owner's name creates problems later. Our full property buying guide covers the A khata and B khata distinction, which matters enormously before purchase.

DO THE TRANSFER IMMEDIATELY

Khata transfer is the single most commonly postponed piece of property paperwork in this city, and the one most likely to cause trouble two years later when you need a loan or want to sell.

How Do I Get a Water Connection or Report a Supply Problem?

Through BWSSB, the Bangalore Water Supply and Sewerage Board, which handles connections, billing and complaints. Water supply is one of the genuine quality-of-life variables in this city, and it varies substantially by area.

  • New connections. Applied for through BWSSB with property documents and khata.
  • Bills and payments. Online through the BWSSB portal.
  • Supply complaints. Logged with BWSSB. Note the complaint number, since follow-up depends on it.
  • Cauvery, borewell or tanker. Many parts of the city rely on borewells and summer tankers rather than a piped Cauvery connection. Ask before renting or buying.
  • Rainwater harvesting. Required for many properties under BWSSB rules. Check whether your building complies.

How Do I Deal With Electricity Connections and Outages?

Through BESCOM, which supplies Bengaluru and the surrounding districts. New connections, name changes, billing and outage complaints all run through its portal and helpline.

  • New connection or name change. Applied through BESCOM with property and identity documents.
  • Bills. Payable online. Set up the account in your own name if you are a long-term tenant, with the landlord's consent.
  • Outages. Reported through the BESCOM helpline or portal. Planned outages are notified in advance.
  • Load enhancement. Needed if you are adding air conditioning or heavy appliances. Doing this properly avoids repeated trips.
  • Solar. BESCOM handles rooftop solar connections and net metering applications.

Where Do I Go for Aadhaar, PAN and Passport Work?

Aadhaar Seva Kendras and authorised enrolment centres for Aadhaar, online for PAN, and Passport Seva Kendras for passports. All three now run largely on appointment systems, which is a substantial improvement on the old walk-in chaos.

  • Aadhaar. Address, phone and biometric updates at Aadhaar Seva Kendras and authorised centres. Some updates can be started online through UIDAI.
  • PAN. Applications and corrections online through the Income Tax Department's authorised service providers.
  • Passport. Apply through Passport Seva, book an appointment at a Passport Seva Kendra, and expect police verification afterwards.
  • Address proof. A registered rental agreement, a utility bill or a bank statement is usually accepted. Requirements differ by service, so check before travelling.
  • Book appointments early. Slots at Bengaluru centres fill quickly, particularly for passports.

What About Driving Licences and Vehicle Registration?

Through the Parivahan portal and the Karnataka transport department's regional transport offices. Learner licence, permanent licence, renewals, vehicle registration and transfers all begin online with an RTO appointment where a physical visit is required.

  • Learner licence. Applied online with an online test in most cases.
  • Permanent licence. Requires a driving test at the RTO after the learner period.
  • Vehicle transfer. Needed when buying a used vehicle. Do not delay it; liability follows the registered owner.
  • Address change. Update your licence and registration when you move. It affects fines, insurance and enforcement.
  • Fines. Traffic penalties can be checked and paid online through the Bengaluru Traffic Police portal.

What Are the Emergency and Complaint Numbers I Should Save?

112 for any emergency, and the specific numbers for fire, ambulance and civic complaints. Save these now rather than searching for them during an emergency.

  • 112. The single national emergency number, covering police, fire and medical.
  • 101. Fire services.
  • 108. Ambulance services.
  • 1912. Electricity complaints, BESCOM.
  • Police. Karnataka State Police portal for online FIR services and station details.
  • Civic complaints. Your city corporation's complaint channels for garbage, roads, streetlights and drainage, including the 1533 helpline.
  • Women's helpline and child helpline. Both operate nationally and are worth saving alongside 112.
