“Apply for the trade licence before you sign the lease, not after. The premises has to qualify, and discovering that it does not once you are paying rent is an expensive way to learn.”
• On sequencing that saves money
A trade licence is municipal permission to carry on a specific business activity at a specific premises. It is not a company registration, not a GST registration and not a shops and establishments registration, all of which are separate. It is the local civic body confirming that your business, at that address, complies with public safety, hygiene, zoning and environmental requirements.
The requirement comes from Schedule X of the Karnataka Municipal Corporation Act 1976, which lists the categories of business that must hold one. Administration has moved: BBMP was formally replaced by the Greater Bengaluru Authority, constituted on 15 May 2025 with the handover completed on 2 September 2025, and five city corporations covering North, South, East, West and Central Bengaluru now handle licensing within their jurisdictions.
This guide covers who needs a licence, what documents to assemble, the application route, the site inspection, fees and timelines. Our renewal guide covers keeping it current and our home business guide covers whether a small operation from home needs one.
Quick Information
The application at a glance. Fees vary by category and area, so confirm yours on the portal.
Who Needs a Trade Licence in Bangalore?
Any sole proprietorship, partnership firm or company carrying on a business listed under Schedule X of the Karnataka Municipal Corporation Act 1976 within corporation limits. In practice that covers most establishments serving the public.
- Food businesses of every kind. Food and food processing, packed foods, milk and dairy product storage and sale, hotels and restaurants. This is the most heavily covered group and also the most inspected.
- Hospitality and accommodation. Boarding and lodging establishments, guest houses and similar premises serving the public.
- Retail and commercial premises. Shops and stores, where the activity falls within the scheduled categories. Most conventional retail requires one.
- Personal services. Salons, spas and similar establishments, where hygiene and public health considerations apply directly.
- Clinics and healthcare premises. Subject to their own sector licensing in addition to the municipal trade licence, which is separate and additional.
- Workshops and light industrial units. Where the activity involves machinery, materials handling or any public safety consideration.
- Where to check. The category list on the corporation portal is the authority. If your activity is not obviously listed, ask the corporation rather than assuming you are exempt, since operating without a required licence is an offence.
“A trade licence is not a company registration, a GST number or a shops and establishments registration. It is a fourth thing, and you may well need all four.”
• On a distinction that trips up first time owners
What Documents Do I Need?
Proof of premises, identity and address of the applicant, the business constitution documents, property tax and khata details for the premises, and any sector specific approvals your activity requires.
- Proof of the premises. The rental agreement or ownership documents for the address where the business will operate. This is the core document, since the licence attaches to the premises as well as the activity.
- Property tax receipt and khata for the premises. Demonstrating the property is assessed and tax is current. Our property tax and khata guides cover how to obtain these if the landlord does not supply them readily.
- No objection certificate from the owner. Where you are a tenant. Get this at the point of signing the lease rather than later, since landlords become harder to reach once the rent is flowing.
- Applicant identity and address proof. Aadhaar and PAN, plus photographs. Standard, and worth having as clear scans within the file size limits before you begin.
- Business constitution documents. For a company, the incorporation certificate and GST registration where applicable. For a partnership, the partnership deed. For a proprietorship, identity documents suffice.
- Sector approvals. FSSAI registration or licence for any food business, fire safety clearance for certain premises, and pollution control board consent where the activity requires it. These are separate and frequently prerequisites.
- Layout or premises plan. Where requested, showing the area and use of the premises. Relevant particularly where the licence fee is area based.
- Scans within the limit. JPG or PDF, commonly capped at 1 MB per file. Oversized or unreadable uploads are a routine cause of applications being returned.
What Is the Application Process?
Apply online through your city corporation's portal under Our Services and Trade Licence, log in with a mobile number and OTP, submit business details and documents, pay the computed fee, and await inspection and approval.
- 1. Confirm your corporation and category. Which of the five corporations covers your premises, and which Schedule X category your activity falls under. Both determine where you apply and what you pay.
- 2. Check the premises is permitted. Zoning matters. A commercial activity in a purely residential zone may not be licensable, which is why this check belongs before the lease rather than after.
- 3. Obtain prerequisite approvals. FSSAI for food, fire clearance and pollution consent where applicable. The trade licence application will ask for these and cannot complete without them.
- 4. Register on the portal. Through the corporation website, navigating to Our Services, then Trade Licence, then New Trade Licence. Login is by mobile number and OTP.
- 5. Complete the business details. Business name, constitution, category, premises address, area and the nature of the activity. Describe the activity accurately, since a mismatch between the licence and what you actually do causes problems at renewal.
- 6. Upload documents and pay. Within the file format and size limits. The system computes the fee from your category and area, payable by UPI, card or net banking.
- 7. Site inspection. An officer will inspect the premises against hygiene, safety and zoning requirements. Have the premises ready and the paperwork available.
- 8. Approval and download. Approval typically takes 15 to 30 working days. Track progress using the application reference number, and download the licence once issued.
What Does It Cost and How Long Does It Take?
The fee is calculated from your business category and the area of the premises, and is computed by the system when you apply. Approval typically takes fifteen to thirty working days.
Because the fee is category and area based rather than a flat charge, a small consultancy office and a restaurant of the same size pay differently, and a larger premises in the same category pays more. The portal computes it on submission, which is the only figure worth relying on. Multi year validity is available in some categories and raises the upfront cost while removing the annual renewal exercise, which is worth considering if you expect to stay in the premises.
On timelines, fifteen to thirty working days is the normal range, with the site inspection usually the variable. Plan for it: a business that has signed a lease, fitted out the premises and hired staff while waiting for a licence is under pressure, and applying early is free. Note also that during the corporation transition and any election period, administrative processing across the corporations has slowed, so building in margin is sensible.
What Commonly Goes Wrong?
- Applying after signing the lease. The most expensive mistake. If the premises cannot be licensed for your activity, you are paying rent on somewhere you cannot legally trade.
- Missing prerequisite approvals. FSSAI for food businesses in particular. The trade licence application expects it, and obtaining it afterwards adds weeks.
- No objection certificate not obtained. Tenants who do not get the owner's NOC at lease signing frequently struggle to obtain it later. Make it part of the lease negotiation.
- Property tax arrears on the premises. The premises needs to be tax current. A landlord's arrears become your obstacle, so verify before signing.
- Describing the activity vaguely or wrongly. The licence is for a specific activity. If you describe it loosely and then operate differently, that surfaces at renewal or inspection.
- Oversized or unclear document uploads. Files commonly need to be JPG or PDF under 1 MB. Prepare compliant scans before you start rather than mid application.
- Assuming a home business is exempt. It depends on the activity and the scale. Our home business guide covers where the line sits, and assuming exemption is risky.
- Using an agent unnecessarily. The online route is workable for most applicants. Consultants are legitimate for complex cases, and any offer to bypass an inspection is not.
