Tenant and Maid Police Verification in Bangalore: Whose Job Is It Anyway?

Landlords keep asking tenants to do it. Tenants keep assuming the landlord did. Here is who is actually responsible, how it works in Bengaluru, and how long it takes.

QUICK ANSWER

  • The landlord is responsible for tenant verification; the employing household is responsible for domestic help.
  • Submit online through the Bengaluru City Police site or Seva Sindhu with the person's Aadhaar, photograph and the rental agreement.
  • Do it at the start of the tenancy or job and keep the acknowledgement; associations often ask for it.
  • It is a much lighter process than a Police Clearance Certificate.

Free, largely online, and the single most skipped obligation in Bengaluru's rental market.

“The obligation sits with the person letting the property or employing the help. Everyone assumes it sits with somebody else, which is why so few of these ever get filed.”

• On the confusion at the heart of it

Bengaluru runs on rented flats and on domestic help, and both come with a police verification expectation that almost nobody follows through on. Landlords mention it during the negotiation and then forget. Tenants assume it happened. Households employing a cook or a driver or a nanny often do not know it applies to them at all.

The underlying logic is straightforward. The police want a record of who is living and working where, so that if something happens there is a starting point. It is a light process, generally free or nominal, and in Bengaluru it has been pushed online through police portals precisely to remove the excuse of inconvenience.

This guide covers who is responsible, how to submit for a tenant and for domestic help, what documents are needed, how long it takes and what the consequences of skipping it actually are. It is a different and much lighter process than a full Police Clearance Certificate, which our separate guide covers.

Who Is Actually Responsible for Tenant Police Verification?

The landlord or property owner. The obligation attaches to the person letting out the premises, not to the person renting them.

This surprises a lot of landlords, who tend to present it to prospective tenants as something the tenant must arrange. In practice a cooperative arrangement is normal and sensible, since the tenant holds most of the documents needed, but the responsibility for ensuring it happens sits with the owner.

For tenants, there is a practical reason to want it done regardless of whose duty it is. A completed verification is a record that you were living lawfully at that address with the owner's knowledge, which is exactly the sort of thing that becomes useful in a deposit dispute or a question about your residence history later.

Who Is Responsible for Domestic Help Verification?

The employing household. If you employ a cook, a maid, a driver, a nanny or live in help, the verification is yours to arrange.

Many Bengaluru apartment associations now require it as a condition of granting a worker entry passes, which has done more to drive compliance than anything else. Where you hired through an agency, ask whether verification has already been done and get a copy rather than assuming, because agency practice varies enormously.

Treat it as a basic and unremarkable part of employing somebody in your home rather than as a statement of suspicion. Explain it plainly to the person concerned, give them a copy of the acknowledgement, and it stops being an awkward conversation.

“Explain it as paperwork, not as a background check. It is a record the police keep, it takes ten minutes, and the person you employ should have a copy of it too.”

• On handling the conversation well

How Do I Submit Tenant Verification in Bengaluru?

Through the Bengaluru City Police site or the state citizen services portal, using the tenant verification service. It is an online form with document uploads.

  • 1. Work out which force covers the address. City addresses fall under the Bengaluru City Police commissionerate. Addresses on the outskirts may fall under the wider Karnataka State Police. The station locator on the police site settles it.
  • 2. Find the tenant verification service. On bcp.karnataka.gov.in under citizen services, or through Seva Sindhu. Service names and locations on the site change from time to time, so look under the citizen services grouping.
  • 3. Enter the owner's details. Name, contact and the property address. The owner is the applicant, since it is the owner's obligation.
  • 4. Enter the tenant's details. Full name as on Aadhaar, permanent address, previous address, occupation and contact number. Every adult occupant should be listed rather than just the person who signed the agreement.
  • 5. Upload the documents. The tenant's Aadhaar and photograph, and the rental agreement. Clear scans, all pages.
  • 6. Submit and save the acknowledgement. Note the reference number and keep a copy. Both owner and tenant should have one.

What Documents Are Needed?

For a tenant: Aadhaar, a photograph, the previous address and the rental agreement. For domestic help: Aadhaar, a photograph and the permanent address. Plus the owner's or employer's own details in both cases.

  • Aadhaar of the person being verified. The primary identity document. Check the name spelling matches whatever you enter on the form, since mismatches cause the same friction here as everywhere else.
  • A recent photograph. Passport size. A clear front facing photograph, not a cropped group shot.
  • Permanent and previous address. For domestic help especially, the home village or town address matters, since verification may involve a check in that jurisdiction.
  • The rental agreement, for tenants. Registered where possible. It establishes the relationship, the address and the period.
  • Owner or employer identity and contact details. The application is made by them, so their Aadhaar and a reachable number are part of it.
  • Contact numbers that work. For both parties. A follow up call that goes unanswered is the usual reason one of these sits unprocessed.

How Long Does It Take and What Does It Cost?

Generally free or nominal, and commonly processed within one to three weeks. It is a considerably lighter process than a full Police Clearance Certificate.

There is usually no station visit required for the online route, though the station covering the address may follow up by phone or in person, particularly where the permanent address is in another district or state and a check has to be routed there.

Keep the acknowledgement in either case. The acknowledgement is the evidence that the submission was made, and for an apartment association or an insurer that is frequently all that is being asked for.

What Happens If We Just Skip It?

Nothing, usually, until something happens. Then the absence of a verification is a problem for the landlord or the employer rather than for the tenant or the worker.

  • No verification means no record. If there is a theft, a dispute or an incident, the police start from nothing. Everybody involved loses time they did not need to lose.
  • The owner or employer is the one exposed. Since the obligation sits with them, the consequences of non compliance do too.
  • Apartment associations increasingly enforce it. Entry passes and parking allocations are being tied to it in many Bengaluru buildings, which is often how households discover the requirement exists.
  • Insurance and claims. Some policies and claims processes ask about verification of resident staff. An unverified employee can complicate a claim.
  • It is genuinely quick. Given that it is free, online and takes about ten minutes, the cost benefit of skipping it is hard to argue with a straight face.

“It costs nothing and takes ten minutes. The only reason it does not get done is that everyone thinks it is somebody else's job.”

• On the actual obstacle

Does This Apply to Paying Guest Accommodation and Hostels?

Yes, in practice. Operators of paying guest accommodation are expected to maintain records of residents and to submit verification, and Bengaluru's police have periodically run drives to enforce it.

For anybody living in a PG, it is worth asking the operator whether your verification has been submitted, both because it is your identity being recorded and because a PG that has not done it may have other compliance gaps worth knowing about before you pay a deposit.

For operators, keeping a clean and current record of residents is far easier than reconstructing it under pressure, and the online route makes it a routine part of check in rather than a periodic crisis.

What Should a Tenant Do If the Landlord Will Not Cooperate?

You can still protect your own position. Ask in writing, keep the record of asking, and make sure your own residence paper trail is solid regardless.

  • Ask by message rather than in person. A written request creates a record that you asked and they did not act, which is useful if the question ever arises.
  • Get the rental agreement registered. Independently valuable, and it establishes your lawful occupation of the address whether or not verification was submitted.
  • Build your own dated record. Utility connections, electoral roll registration and updated Aadhaar at the address all establish residence independently of the landlord's cooperation.
  • Raise it with the association. Where the building has an association that requires verification, they will frequently push the owner where a tenant cannot.
  • Do not let it escalate the tenancy. It is worth asking and worth documenting, but it is rarely worth a fight with a landlord you otherwise get on with.

Frequently Asked Questions

Is tenant police verification mandatory in Bangalore?

It is an expected obligation on the landlord or property owner letting out the premises, and Bengaluru's police provide an online route specifically to make compliance easy. Many apartment associations now also require it as a condition of entry passes and facilities, which has made it effectively mandatory in a large share of the city's housing.

Who pays for tenant police verification?

It is generally free or nominal, so the question rarely arises. Where a charge applies it falls to the applicant, which is the owner. Anybody quoting a substantial fee for arranging it is charging for convenience rather than for the service.

Is this the same as a Police Clearance Certificate?

No. A Police Clearance Certificate is a heavier process used for visas, immigration and employment abroad, and it typically involves a station visit and verification across every address you have lived at. Tenant and domestic help verification is a lighter registration process that records who is living or working at an address.

Do I need to verify my maid or driver?

If you employ them, yes, the obligation sits with the employing household. Many Bengaluru apartment associations require it before issuing entry passes. Where you hired through an agency, ask whether verification was already done and get a copy rather than assuming, because agency practice varies.

How long does domestic help verification take?

Commonly one to three weeks. It can take longer where the worker's permanent address is in another district or state, since the check may need to be routed to that jurisdiction. Keep the acknowledgement in the meantime, since that is usually what an association or an insurer wants to see.

What if my landlord refuses to submit tenant verification?

You can ask in writing so there is a record that you did, get the rental agreement registered, and build your own residence evidence independently through utilities, electoral roll registration and an updated Aadhaar address. Where the building has an association that requires verification, raising it there is often more effective than pressing the owner directly.

Does it apply to paying guest accommodation?

In practice yes. PG operators are expected to maintain records of their residents and submit verification, and the police have periodically run enforcement drives. If you live in a PG, it is reasonable to ask the operator whether your verification has been submitted.

Where exactly do I submit it?

Through the Bengaluru City Police site at bcp.karnataka.gov.in under citizen services, or through Seva Sindhu. If the address falls outside the city commissionerate, the Karnataka State Police site applies instead. Service placement on these sites changes from time to time, so look under the citizen services grouping.

Where to Submit

Both verifications go through police channels. Use the official sites rather than private intermediaries, since the process is free or nominal anyway.
